The Indian Association for Radiation Protection (IARP) arranged a four day international conference (IARPIC-2016) during February 22-25, 2016, at DAE Convention Centre, Anupuram (Indira Gandhi Centre for Atomic Research [IGCAR]), Tamil Nadu. The theme of the conference was "Radiological Safety in workplace, Nuclear Facilities and Environment." The conference was inaugurated by Dr. S.A.V. Satya Murthy, Director, IGCAR, and Prof. S. Ganesan, Registrar, Anna University, Chennai, was the guest of honor. Shri Ravi Sathyanaraya, Station Director, Madras Atomic Power Station (MAPS), presided over the inaugural function. Dr. B. Venkataraman, Associate Director, Radiation Safety and Environment Group, IGCAR, and Dr. K.S. Pradeepkumar, Associate Director, Health Safety and Environment Group and Head, Radiation Safety Systems Division, BARC, and President, IARP, spoke during the inauguration of the conference. The conference was attended by about 250 delegates, including radiation protection professionals from DAE and defence establishments, professors and students from educational institutions, and radiation safety officers (RSO) of hospitals and industries. Experts from International Atomic Energy Agency (IAEA), Vienna; National Institute of Radiological Sciences, Japan; Radiological and Environmental Sciences Laboratory, USDOE, USA; Radiation Emergency Assistance Centre and Training Site, USA; and National Nuclear Security Administration, USA, delivered invited talks and participated in the discussions during the conference.
On February 22, 2016, a preconference workshop for the awareness of students and research scholars, on the application of radiation and radioisotopes, was arranged and about 120 students from 16 colleges participated in the workshop. The workshop included lectures on the fundamentals of radioactivity, radiation detection and measurement, environmental radioactivity, industrial and medical applications of radioisotopes, and demonstration of equipment for radiation detection and measurement.. The workshop was inaugurated by Prof. S. Ravichandran, St. Peters University, Chennai, and Dr. S. Gunasekaran, Dean, R and D, St. Peters University, Chennai, was the guest of honor. Dr. B. Venkataraman, AD, RSEG, IGCAR, spoke on the need of this kind of workshop for college students and Dr. D.D. Rao, Head, IDS, BARC, spoke on the technical content of the workshop.
In his inaugural address, Dr. S.A.V. Sathya Murty highlighted the radiation safety practices being followed at the nuclear facilities in India, and also emphasized on the benefits being derived from the recently commissioned networked environmental radiation monitoring systems around IGCAR. He also dwelt upon the need to tap energy from various sources, including the nuclear resource to meet the ever-increasing demand of power. Shri Ravi Sathyanarayana spoke about the continuous improvement in the working of nuclear power stations in India and their efforts in introducing newer technologies to approach toward zero discharge of effluents into the environment. He also mentioned that the inspections by technology experts from the World Association of Nuclear Operators, Japan, have enabled the power station authorities to share their expertise and on several fronts, the power stations were rated to have high strengths. Prof. S. Ganesan has elaborated the regulatory stipulations on radiological safety being followed in medical diagnostics centers in India and on the overseeing by the regulatory body for a demonstration of the compliance. Dr. B. Venkataraman spoke on the public awareness programs being conducted by the IGCAR. Dr. K.S. Pradeepkumar elaborated on the theme of the conference and the aptness of topics chosen for the conference. He welcomed the participation of research scholars and professors from universities and other institutes to this conference and highlighted the role of scholars and radiation protection professionals in addressing the concerns of public regarding radiological safety. Dr. M.S. Kulkarni, Head, RSS, RSSD, BARC, spoke about IARP and its affiliation to the International Radiation Protection Association.
The scientific deliberations of the conference included latest systems and methods developed for radiation protection at the workplace of nuclear facilities, environmental radioactivity, assessment of radiation exposure to the public from natural radiation, and nuclear/radiological emergency preparedness. The conference deliberations included 15 invited talks (in plenary sessions), 42 oral presentations (in two parallel sessions), 191 poster presentations, and a panel discussion on "Future of Nuclear Power and Public Perception." There were several invited talks on the work carried out internationally by the speakers from abroad, notably on dispersion modeling for environmental radioactivity following Fukushima accident by Dr. Daniel J. Blumenthal from USDOE, USA; role of IAEA in worldwide intercomparison exercises for environmental radioactivity by Dr. A. Pitois from IAEA; laboratory accreditation mechanisms by Dr. Anita Bhatt, USDOE; advances in biodosimetry techniques by Dr. A. Balajee, USDOE; and mass spectrometry techniques for nuclear forensics by Dr. S.K. Sahoo, NIRS, Japan.
The panel discussion on "Future of Nuclear Power and Public Perception" on the concluding day of conference was well received by the delegates. The panelists included Dr. N. Ramamoorthy, Sr. Tech. Advisor, DAE; Shri D.K. Shukla, Executive Director, AERB; Dr. M.R. Iyer, Former IAEA consultant and EX. Head, RSSD, BARC; Dr. Pradeepkumar K.S., Associate Director, Health Safety and Environment Group, BARC; Shri Ravi Sathya Narayana, Station Director, MAPS; and Dr. B. Venkataraman, Associate Director, RS and EG, IGCAR.
Opening the discussion, Dr. N. Ramamoorthy mentioned that during 1990, there was a surge in planning for future nuclear power reactors internationally, and unfortunately, the Fukushima Daiichi nuclear accident, although due to natural calamity, created lot of concern and made a negative impact on the growth of nuclear power, which slowed down the progress in building newer plants. He opined that there should be a need-based approach toward power generation utilizing various resources, and winning public confidence is essential to increase the share of nuclear power. Dr. M.R. Iyer and Dr. K.S. Pradeepkumar strongly opined that ICRP and UNSCEAR should utilize the results of extensive studies on radiation exposure from high background radiation areas on the effects of low levels of radiation and stop the application of linear non threshold (LNT) model for low level of exposure to occupational workers and public in the absence of adequate scientific evidence. This is all the more important as UNSCEAR and many other international bodies believe that radiation exposures of <100 mSv have not demonstrated any effects on public health through generations. Both the LNT and the as low as reasonably achievable concepts have made the members of public more fearful and also the radiation protection professionals in the realms of regulatory constraints. Dr. Pradeepkumar mentioned that although the Fukushima Daiichi nuclear emergency led to the release of a large quantity of radioactivity into the environment, the radiation impact is not that much to generate adverse health effects in the exposed public.
Shri D.K. Shukla stated that no single technology can meet the demands of power and stressed the need for capacity building using both indigenous and imported technologies. He opined that in India, wherever nuclear power stations are operating for a decade or so, public have no opposition in setting up of more and more nuclear plants at the same site, as can be seen from Rajasthan atomic power stations, where six units are operating and two units are in advanced stages of construction. Shri Ravi Sathya Narayana indicated that all the three major accidents, namely, the Three Mile Island, Chernobyl, and Fukushima were due to either human error or natural calamity, and none of them were due to substandard technology. People join the nuclear departments for service, knowing well that these technologies are of highest standard and also safe and no problems of radiation whatsoever exist in them. Dr. B. Venkataraman opined that nuclear power is inevitable, and strong corporate social responsibility activities will go a long way in improving the public perception in setting up of nuclear power plants or research facilities, which otherwise are also essential for health care and industrial applications. General opinion of delegates was that there should be more public awareness programs on the benefits of radiation to the society, particularly from the higher and advanced educational institutions and universities.
IARP awards for the year 2016 have been bestowed on meritorious scientists during the inaugural session. The awardees are (1) Dr. D.V. Gopinath, former Director, HSEG, BARC, for Dr. A.K. Ganguly birth centenary lifetime achievement oration award; (2) Dr. B.S. Rao, former Head, RPAD, for Dr. K.G. Vohra memorial oration award; (3) Shri S.C. Jain, Defence Laboratory, Jodhpur, for Shri A. Nagaratnam memorial oration award; (4) Prof. Y. Narayana, Mangalore University, for Dr. A.K. Ganguly felicitation prize; (5) Dr. Amit Kumar, RB&HSD, BARC, for Dr. A.R. Gopal Ayengar young scientist award; (6) Dr. M.T. Jose, RSO, FBTR, IGCAR, for Meritorious Operational Health Physics award; (7) Shri P.C. Swain, RSO, ECIL, for Meritorious Radiological Safety Officer award; (8) Dr. Godwin S. Wesley, Emeritus Fellow of UGC at Scott Christian College (autonomous), Nagercoil, for Shri P.R. Kamath Radiation Environmentalist award.
